McMahon The Franklin Lakes Borough Council has approved a new contract to supply and install new fencing, dugout enclosures, and batting cages made of galvanized chain link steel mesh at one of the municipal athletic fields behind the municipal building on DeKorte Drive. According to John Ciurciu, the borough’s recreation and parks director, the original $17,660 contract that was awarded in December to Jan Fence Inc., of Wayne was canceled due to a misunderstanding of the cost estimate by that company to do all the work required for both municipal fields. The new $11,475 contract was awarded to the Artistic Fence Company of Passaic, the lowest bidder on the revised project, and will cover the cost to install the fencing on the municipal field near the department of public works building, which is known as the “muni-north” field. That approved price is based on permission being granted by the borough to allow Artistic to install the fencing during this winter period. The council agreed to add $250 to the price to have the fence company remove and dispose of 169 linear feet of the four foot tall existing fence. Ciurciu advised that the cost to install the fencing on the other municipal field will be included in the borough’s 2009 capital budget and will be done after that cost is approved by the council. “The one we’re doing now is the one that gets most of the use,” Ciurciu explained. The new contract with Artistic calls for the supply and installation of 169 linear feet of 12 foot high galvanized chain link fencing down the first and third base lines of the north field and retying about 100 feet of five foot tall existing chain link fencing. The height of the existing fence is only four feet beyond the first and third base areas and does not protect the fans seated in the stands in those areas from being hit by foul balls or balls that are overthrown by the players. Under this contract, the two eight-foot tall chain link dugout enclosures to be installed will extend on three sides for 38 linear feet. The plans drawn by the new fence company indicate that the dugout fencing will be 24 feet long, 10 feet wide, and eight feet high with a six foot opening on one side. The batting cages will be 10 feet by 3.5 feet and six feet high. The fields are used by children between the ages of eight and 10, and most teams have 12 players so there are a lot of safety concerns at the fields with the swinging of bats and foul balls going onto the nearby walking/jogging path. The current fields do not have fencing that prevents balls from going onto the nearby walking/jogging path or into the nearby creek. The fenced in batter’s boxes used for warm-ups will be located near the walking/jogging path and will avoid any conflict with people walking or jogging by on that path. In addition, the player area will be enclosed so the players cannot go onto the walking/jogging path. Michael R. Marcus, C.P.A.
