Page 6 THE VILLADOM TIMES I • February 4, 2009 FLOW Area Regional trustees again revise conduct regulation by Frank J. McMahon The Policy Committee of the Ramapo Indian Hills Board of Education has made another revision to its regulation concerning conduct away from school grounds.” The board’s policy and its accompanying regulation pertaining to conduct away from school have raised the concern of several parents who have consistently voiced their opposition to the policy and regulation at school board meetings since they were first introduced in July 2007. Since then, the policy and its regulation have been revised several times in response to the objections raised by the public, and revised versions of the policy and regulation were introduced again last August. The regulation has now been revised again by the school board’s Policy Committee and that revised regulation was reviewed by the school board last week, at which time the board established a schedule for the discussion, introduction, and vote on the policy and its regulation. The policy sets the rationale for the action the board could take if a student is charged by the police for use, possession, or consumption of alcohol or illegal drugs, or violation of the state’s Criminal Justice Code, Title 2C, and/or applicable municipal codes or ordinance provisions, at any time while away from school grounds. Its accompanying regulation describes the discipline a student could receive, namely the suspension from participation in extracurricular activities, which the school board maintains is a privilege and not a right. During the suspensions, the student could also receive educational counseling. According to Interim Superintendent August DePreker, the recent revision the school board’s committee made to the regulation clarifies what the board could do by using standards of behavior. The revision to the regulation states that when the conduct away from school grounds materially and substantially interferes with the existing Code of Student Conduct and does not meet the standards, policies, and procedures for positive student development and expected student behavior, and it is recommended that appropriate discipline is reasonably necessary for the student’s physical or emotional safety, security, and well being, as well as for that of other students, that certain disciplinary actions would be taken. According to the regulation, following the first incident, a student would not be permitted to participate in any extracurricular activities for seven school days during which time the student would receive educational intervention appropriate to his or her needs. The second incident involving the same student would result in a 90 day exclusion from extracurricular activities and the third would result in a 180 day exclusion from extracurricular activities. In response to a question from Adam Reinitz, a senior student at Ramapo High School, the board clarified that under this policy and regulation, if a student is charged by police for use, possession or consumption of alcohol or illegal drugs while away from school grounds during the summer when the district’s schools are closed, and the matter is resolved before the schools reopen in September, no disciplinary action would be taken by the school district. The school board intends to review both the latest policy and regulation on conduct and discipline, and the latest policy and regulation on conduct away from school grounds at its work session on Feb. 9. Those policies and regulations will then have their first reading at the board’s meeting on Feb. 23 and their second reading at the board’s work session on March 9. All four documents will then be on the agenda of the school board’s regular meeting on March 23 at which time the board plans to vote on their adoption.
