The borough council last week awarded the contract for the service to Waste Management, the current scavenger, at a cost of $191,952 for the two years. The company was the low bidder from among four pro- Dual stream recycling maintained for two more years posals, ranging in price up to $223,734. Switching to a single stream collection, whereby paper and cardboard as well as commingled items are all picked up together, would have resulted in even greater savings – nearly $58,000 cheaper – but the governing body decided against the change at this time on the recommendation of the citizens’ committee working with borough officials on the proposals. According to Borough Administrator Michelle Dugan, the committee members felt that while the single stream concept is a good one, the switch must be preceded by a substantial lead time to undertake a public education campaign. “The committee suggested maintaining the existing company for the next two years, commit 2011 as an education year, and then bid single stream as an option at the same time as the garbage contract is bid for 2012,” Dugan said. Committee members Bill Schaper and John Mulligan have extensive experience in the industry. The committee also noted that single Merry Christmas and a Happy New Year from the crew! stream markets, which are limited at the present time, might be more plentiful in 2012, and that county tonnage grant proceeds might be reduced with combined recyclables. In any case, the market is unpredictable at best, Dugan said. In 2008, the borough received $60,000 from the sale of recyclables. In 2009 that figure dropped to $10,000. The bids also included an option to collect recyclables in dumpsters from the borough’s three public school buildings at a cost of $3,120 for the two years.
