McMahon The Franklin Lakes Council has passed a resolution authorizing Mayor Maura DeNicola and the borough clerk to enter into an agreement with JP Morgan Chase to provide credit card services to enable residents to pay their property taxes and recreation fees online by using a credit card that is recommended by the borough’s chief financial officer. According to Margaret Gutierrez, vice president of government services for the JP Morgan Chase Bank, using her bank’s web based solution will allow residents to link seamlessly from the borough’s website to Chase’s secure Internet site. “Our solution requires minimal technical resources on the borough’s end,” Gutierrez wrote in a letter to CFO William Pike. “Another benefit is that the Borough of Franklin Lakes would not need to make any changes to its existing banking relationship using our service. All funds collected via the Internet would be directly credited to the borough’s Team 5 won the Franklin Lakes Recreation 2009 Basketball Tournament for 5th and 6th grade boys by winning the championship game by a score of 35-33. In all, they won four playoff games en route to the championship and in the process defeated the only remaining undefeated team in the league. Great season account at its primary bank at no cost.” The borough will be able to pass credit card fees on to the residents who use the service, so there will be no cost to the municipality. “I think you’ll find that our service will help the Borough of Franklin Lakes collect tax (and recreation fee) payments expediently and conveniently in a way that is compatible with your existing technology and banking services,” Gutierrez continued. “It also enables you to offer your residents another form to conveniently pay taxes (and recreation fees) at no additional cost to you.” The online payment method is known as “Pay Connexion Services” and residents will use it by clicking on the “pay” button on the borough’s website to access a secure application. That action will link them to the payment website. The program will allow the borough to accept credit and signature-based debit cards for payment and residents will enter credit card and contact information and will be able to schedule, edit, and cancel any future dated payments and they will be able to specify the settlement date. They will be able to edit or cancel payments up until the cutoff time of the day prior to the settlement date. The user will receive a confirmation number upon the submission of the payment and, with that confirmation number, the user will be able to view the payment initiation date, the date the item was processed, the account number from which the payment was made, the payment amount, the return amount, and the confirmation number.
